The redevelopment of the Manifattura Tabacchi is the requalification of a significant section of the city of Bari. Because of this the proposed strategy is part of a wider overall design and proposes solutions extended to neighbouring  public spaces for which are planned - and in part already in place - pedestrianization and redevelopment interventions.
The extensive use of green is the instrument by which this strategy acquires concreteness and support, also economic: in fact the "naturalization" of the interior open spaces of the Manifattura matches the extension of the area of intervention and the design of new pavements and paths up to exterior of the the structure, in a sort of urban continuity that gives the whole - deaf and compact now - an "architectural scale" and a "measure" more appropriate to the person and with urban and at the same time domestic character. Accesses are enhanced, by means of through portals clearly identifiable and rescheduled some volumes by introducing signs and functions from a purely contemporary character. The spirit that moves the above proposal is "to open" the sector of the Manifattura Tabacchi in the city, to make it part of the existing urban fabric by categorizing the different gaps that characterize it specifically in relation to the type of users and the planned program for buildings facing it. This creates a kind of  typical “urban gradient” of historical architecture, where different courtyards in succession connote first of all "public" and "institutional" spaces and then spaces of "exchange" and "connection" between the public and private dimension, concluding with domain sites mainly private and intimate: in particular the first one is a public square for the city with large green areas, the second one is dedicated to the interaction between research activities and citizens, the third and final is privileged and exclusive location for the CNR activities, where it's still possible - occasionally - open it to the public in accordance with the insertion of an arena for cultural events or teaching outdoors.
Qualifying aspects the idea proposed are flexibility and adaptability of the inside and outside spaces making, with a few simple steps, the adapt over time doable, after possible modifications to the demand framework of the CNR as the will of the Public Administration. In particular this requirement is achieved at three levels:
- the first level concerns the organization of the distribution system, which does not provide for a single central entrance for the various departments but different autonomous and decentralized entries, recognisable from the outside as the inside, easily  compartmental based on different needs;
- the second level is related to the design of the open spaces, for which the system of the main paths and the background pattern of concrete panels alternate to turfed dowels can be easily modified by replacing punctually some slabs optimizing the design and opening to the differentiation of the uses (play, urban gardens, green filter, and more);
- the third level is related to laboratories, for which is provided on the first floor a raised floor aligned with the elevation of the windowsill and a vertical counter-wall close to the existing facade inside of which  the systems are located. This structural and functional redevelopment aims for bring again the ex Manifattura Tabacchi to be a "place of doing" (mani-fattura > cum manibus facio), a container open to the city, looking forward to the future, transparent and permeable, where social, ethnic and cultural levels (of the neighborhood and not only) can mingle and "work together." The passage of this space from ex Manifattura to Manifutura rely on food as powerful element of group and sharing, as well as the lowest common denominator between the various scientific, social and cultural level that will get mixed up into the renovated container of knowledge and flavours.
